I'm not 100% certain myself, as it hasn't really clicked before since I've only ever seen knees on the floor. My guess it that, yes, they do support the decks like shelf brackets, and also something to do with supporting against the stress on the hull when the ship is moving. If I knew more about the technicalities of ship design I would know for sure.
